Sub-panel of NBTC holds meetings on new OTT rules

A NATIONAL Broadcasting and Telecommunications Commission (NBTC) subcommittee will meet with leading ad agencies today and with the top 50 spenders on online advertising tomorrow to explain its regulatory framework for over-the-top services.

OTT is the delivery of content such as films and TV programmes via the Internet, either free or for a charge.
The NBTC subcommittee on the OTT regulatory framework yesterday convened with 44 providers of popular content on the YouTube platform, including some terrestrial digital TV operators, to inform them|how they should operate their OTT services. 
The subcommittee also asked them to register as OTT content providers yesterday in order to be immediately permitted to run such content under the NBTC rules.
The 44 content providers were invited because they have been using OTT consistently for a long time and have a large number of subscribers. Among them are Dek Jew Chill Out, My Mate Nate, TackleMinecraft, Bie The Ska, Spicydisc, RAP IS NOW, TeamGarryMovieThai, TOPLINE Music Official, OKyouLIKEs, 108Life, Jannine Weigel, and GDH 559. 
Subcommittee chairman Natee Sukonrat said yesterday that some of them heeded the NBTC request to register yesterday, while others agreed to do so soon. 
All 44 must declare themselves as OTT operators by the deadline of July 27.
He said more YouTube content providers would be invited later to declare themselves as OTT operators.
The subcommittee last Thursday asked operators of major platforms such as YouTube, Google and Netflix to declare themselves as OTT services. It has given the likes of Google and YouTube a deadline of July 22 to declare themselves as OTT operators – or face the risk of hindered business operations.
Google, YouTube and Netflix failed to declare their status as OTT services as requested last week, but Netflix informed the subcommittee that it would meet with it on the matter early next month. 
Natee said yesterday that neither Google nor YouTube had so far informed him of their decisions on the matter, but he believed that they all would soon cooperate with the NBTC.
