Focus efforts on the poorest rubber farmers

The government is to help rubber farmers by buying their rubber at above the market price. I suggest that instead of helping everybody in the rubber sector, which is a next-to-impossible job, the government should focus on the poorest.

For example, 80 per cent of the funds to aid the industry could go to the 20 per cent of rubber farmers with the lowest income – these are the people on the margins who need the help most.
I also propose that help is given so that the farmers can stand on their own two feet after one year, at which time the assistance should end.
Help the neediest first.
