Suffering within the Buddha’s sight

On the way up to Big Buddha Hill, there are many elephant-ride camps, and because of their location it gives the impression that Big Buddha and indirectly Buddhism allow for this practice, which is most inhumane and torture to the poor gentle giants.

One can always see them swaying their head to and fro, a sign of stress or mental illness.
I am no expert, nor do I wish to create any issues, but Buddhism emphasises compassion for all sentient beings, and this is surely not it.
I implore the management to address this please, as surely true Buddhist do not just stand by and allow animals to suffer like this. 
May all sufferings end. Sadhu sadhu sadhu.
