Instead, how about saying, “…because police and state officials should be enforcing the law not breaking it, regardless of who is monitoring them”. If no one is watching, it’s okay?! 
On a different topic, this visiting American is deeply embarrassed by the racist, xenophobic, sexist and, yes, criminal behaviour of President Donald Trump and his colluding Republican Congressmen, who are in sole service to themselves and the plutocrats who bought them. May we all survive him and them!
