Thai Defence Ministry rules out Cobra Gold link to US tariff talks

Thailand’s Defence Ministry has ruled out linking Cobra Gold 2027 to tariff negotiations with the United States, confirming that the multinational military exercise will proceed unchanged under its existing training plan.

Rear Admiral Surasant Kongsiri, spokesman for the Defence Ministry, said at the ministry on Thursday (August 13) that the exercise had not been altered despite questions over whether security cooperation could be connected to Thailand’s efforts to secure better tariff terms from Washington.

“I confirm that the exercise will proceed according to the original training plan, without any change,” Surasant said.

He said the ministry’s position was consistent with an earlier clarification by Government Spokeswoman Rachada Dhnadirek that the government had no policy of tying other matters to negotiations over US tariffs or using them as bargaining tools.

The clarification comes while Thailand remains in talks with Washington on an Agreement on Reciprocal Trade. The United States placed Thailand in a 12.5% Section 301 tariff band on July 24, while the Commerce Ministry is seeking exemptions for a further 78 product lines.

31 countries set to join 46th Cobra Gold

Surasant said Cobra Gold 2027 would be the 46th iteration of the joint and combined multilateral military exercise, bringing together the Royal Thai Armed Forces, US Indo-Pacific Command and armed forces from partner countries.

The exercise forms part of the six-year training plan covering 2025-2030 and will be conducted as a Light Year, under the alternating training cycle used for Cobra Gold.

Cobra Gold 2026 was the 45th iteration and involved approximately 8,000 participants from 30 countries. It was co-hosted by the Royal Thai Armed Forces and US Indo-Pacific Command and conducted as a Heavy Year exercise.

Cobra Gold 2027 will involve 31 countries in four participation categories:

• Seven core participants: Thailand, the United States, Singapore, Indonesia, Japan, South Korea and Malaysia
• Four limited participants: China, India, Australia and Pakistan
• Ten Multinational Planning Augmentation Team participants: Bangladesh, Canada, Fiji, France, Italy, Mongolia, Nepal, New Zealand, the Philippines and the United Kingdom
• Ten Combined Observer Liaison Team observers: Brunei, Germany, Jordan, Laos, the Netherlands, Saudi Arabia, Sweden, Timor-Leste, Turkey and Vietnam

The number of participating countries will therefore increase by one from Cobra Gold 2026, with Pakistan moving into the limited-participant category and Turkey joining the observer group under the 2027 plan.

Third Army Region and upper Gulf to host drills

The Royal Thai Armed Forces Headquarters will be the principal Thai agency responsible for Cobra Gold 2027.

The main training areas will be within the Third Army Region and around the upper Gulf of Thailand.

A Multinational Force Headquarters, or MNF HQ, will be established at the Red Horse building in Ban Chang district, Rayong. The multinational force commander will be appointed from the Royal Thai Armed Forces Headquarters.

The headquarters structure will comprise six principal components:

• Army component: Main training personnel from the 4th Infantry Division
• Navy component: Main personnel from the Royal Thai Fleet’s amphibious and service-support unit
• Marine Corps component: Main personnel from the Marine Division
• Air Force component: Main personnel from the Royal Thai Air Force
• Space component: Main personnel from the JCC
• Joint and combined special operations task force: Main personnel from the 1st Special Forces Division

Light Year separates field and staff exercises

Surasant said the central difference between Cobra Gold’s Heavy Year and Light Year formats concerned the relationship between headquarters planning and field operations.

During a Heavy Year, a command post exercise, or CPX, integrates the exercise scenario across both staff planning and field training.

Staff officers analyse the situation and formulate an operational plan, commanders make decisions and the resulting orders are then carried out during field exercises.

A Light Year separates the field exercise from the headquarters element.

Staff training is conducted as a staff exercise, or STAFFEX, which concentrates on the military decision-making process. Participants refine that process until it produces an operational plan that can be carried forward and tested through a CPX during the following Heavy Year.

Surasant said troop numbers and the quantity of military equipment involved could differ slightly between the two formats, but those variations were not the defining distinction between a Light Year and a Heavy Year.
